The deputy general director of the Russian Holding company told at the INNOPROM exhibition about implementation of projects abroad, inn Russia and in Sverdlovskaya region.

At the exhibition, the company has presented the global project "National heliogeophysical complex of the Russian Academy of Sciences" as well as the project "Smart and safe city", which is already being implemented in Nizhniy Tagil. JustMedia.ru learned about the company's plans abroad, in the Russian Federation and at the Urals from Anatoliy Sludnykh, Shvabe Holding's deputy general director.
-Anatoliy Vladimirovich, what projects are preseted ay the Shvabe stand for the first time within the framework of exhibition?
-It is difficult to put it in a nutshell, we present more than 100 functioning specimens of engineering products and 40 absolutely new products. Due to such intensity of projects the Chairman of the Government of the Russian Federation Dmitriy Medvedev spent sufficiently long time at the stand. In particular, his attention was concentrated around the following two mega-projects: "National heliogeophysical complex of the Russian Academy of Sciences", which implementation began from signing the Decree of the RF Government in December 2014. The complex will be located in 6 regions, the project implementation will allow to bring into a cardinally new level the investigations in the field of solar physics, physics of the Universe, physics of ion- and stratosphere, starting from the height of 2 kilometres and finishing in the Space, The second global project is devoted to the Avrora set of innovation optical electronic equipment. This complex of engineering products in the short-term perspective will be installed onto newest small space ships manufactured by Progress RSC (rocket and space centre). For the first time Avrora will be launched into space in November 2015 from the Vostochniy cosmodrome. A satellite created in the interests of the Russian Academy of Sciences will allow to perform monitoring of the whole Earth surface for civil purposes. It allows to reach the observation precision up to 1.25 metres. A broad field of vision of 44 km provides the possibility to use the equipment in the broadest spectrum for civil purposes. The most important is that Avrora has been created completely on the Russian element base. In addition, the evident advantage is a small weight of products: only 65 kg.
I would like to fix separately on the medical equipment presented at the stand. As a part of construction of the new centre for motherhood and babyhood protection in the Akademicheskiy district in the city of Yekaterinburg, we are planning to create a pilot products being unique for Russia within the framework of the import phase-out program: We are going to fit out 100% of engineering products intended for special care of newborns in resuscitation wards with Russian equipment. There are no such projects in present-day Russian medicine.
Another exhibit item presented at the exhibition is the integrated project "Smart and safe city". It is an integrated management and control system dealing not only with lighting and road services but also with navigation of residents when convenient interfaces will be created in parks and central areas for various purposes starting from foot trips and finishing with obtaining any information about the city.
The remaining engineering products presented at the exhibition include optical devices with innovative coatings, cooling systems for infrared sensors, sensors proper, gyro-compass. A separate place at the stand was occupied by products manufactured by our abroad subsiduary enterprises: Shvabe Munchen, Shvabe Opto-Electronics (Meizhou).-I would like to point up separately the projects being implemented in our region. A cooperation agreement has been signed at the exhibition with the Nizhniy Tagil Administration relating to the "Smart and safe city" project. What are the periods of implementation of the project?
-The full-valued contract with Nizhniy Tagil designed for 26 years till 2042 was entered into at the end of the last year, it consists of three stages: design, construction and beginning of operation and the actual operation. The project implementation has already been started; with respect to the first pilot projects we applied to Glavgosekspertiza of Russia and we are planning to finish the design part slightly ahead of the scheduled date, and the first objects will appear already by the Russia Arms Expo exhibition, We are planning to show them to visitors.-At what stage is the implementation of project now relating to supply of equipment to the Institute of motherhood and babyhood protection (IMBP)?
It is also an integrated project. Now the stage of technical asssignment coordination is under way. IMBP is the leading Russian institute, which generates new developments and in general the practice of using neonatal equipment. In the course of negotiations, we understood that we comply with those high requirements that have been made by IMBP. At present our engineering products can fully replace foreign equipment. The advantage is not only in price - and saving is at the level of tens of percents, but also in subsequent maintenance. One thing is to buy and another one - to use.
Our cooperation with IMBP is not limited by the supply of equipment. We have signed an agreement during the exhibition for organization of a unique project in September this year in IMBP concerning training of specialists over the whole Russia in using high-technology neonatal equipment. It is the so called animal labs. Apart from Russian specialists we invite experts from Switzerland as instructors who are not only teaching in Europe but also generate an opinion in the sphere of medicine worldwide.
Even abroad a few companies are dealing with training in the sphere of neonatal engineering products. Siemens implements only several events a year. And with us it will already be the third event during the year. The event will be held in cooperation with the ministry of healthcare of Sverdlovskaya region, with Ural agricultural academy: all operations will be executed on animals with similar indicators of the problems with lungs as with newborns.-What are the dates of supply of engineering products and the cost of project with IMBP?
-It is difficult to say about the cost as payment will be performed from the budgetary provisions. We generate the necessary indicators and technical and economic substantiation. It is fully linked with construction of the new IMBP building.-This year the state has taken the course to import phase-out. If it is a question of the situation at UOMZ being one ofthe biggest industrial sites of the Holding, how do you estimate the situation with the domestic sales market?
-In Russia these engineering products are in demand. But we do not disclaim our responsibility relating to the tasks forwestern markets. The main foreign directions relating to the supply of civil products, medical engineering products, apart from Europe, are Middle East, South-Eastern Asia and North Africa. But nevertheless we make efforts for supplying products on export. In doing so, one should understand that the engineering products are created in the conditions ofbroad cooperation, and the import phase-out concept is not a reclusion for us in the field of blue-sky thinking. We trend to the best world standards.-China is the main partner of the INNOPROM-2015 exhibition. How relevant for you is the development of cooperation with the Celestial Empire? And are there any plans for the development of cooperation?
-We understand that only via China it is possible to penetrate to certain markets including the domestic Chinese market; therefore a Shvabe's subsidiary enterprise is functioning in Meizhou. The production nomenclature has been expanded upto 498 items. The engineering products manufactured there is developed here in Russia.
-In addition, if it is a matter of cooperation with China, then at INNOPROM we have signed a very important agreement with Unistrong company for joint development, manufacture and marketing of geodesic equipment, which will be operated in all four formats. The basic formats will be Russian GLONASS and Chinese Beidou, with the other two being GPS and Galileo. China is a good pragmatic partner.-I cannot help asking about interaction with banks. How do you estimate the situaion with crediting indutrial and defensive enterprises?
-It is difficult to say for the whole market but for our holding company quite comfortable working conditions remained. Thanks to the order portfolio, which amouns now to about 100 billion roubles, we preserved the international rating. We are included into the Lombard list, and in this context the situation is easier for us as compared to many other enterprises. We are a major company but try to remain maximum mobile so that to use the advantages of a big players and the mobility of small or medium business.Reference: Shvabe Holding being a part of Rostekh State Corporation combines main Russian enterprises in the optical electronic industry.
